Here's a simple and inexpensive fix that we have and it works great with our toddler. We have a shoe "bin" in our laundry room since we come in through the garage and a nicer one by our backdoor. Choose a nice looking good size container (we use a colored metal pail that matches our decor) and place near the door; you could even get something with a lid if you want them hidden that could provide a seat. My son knows to place his shoes in the shoe bin when he comes in the door and it's great for keeping track of his shoes. They are either in his organizer in the closet or in a shoe bin. He is able to get his own shoes in and out when we are coming or going which is a plus.

I have two for you - this great idea from Not Martha (http://www.notmartha.org/tomake/shoerack)
and my idea which is to mount two IKEA Gruntal shelves low, low on the wall with a carpet square on the floor below. The Gruntal can also hang way up high with "S" hooks for coats and umbrellas and hats and stuff and you can add a mid-level shelf for other stuff (like the 1 million pieces of paper (all with only one slight marker mark) you'll come home with from preschool). That's Salata shelves, but it's functional and they're only $20 each.
